It will really depend on how the university evaluates the application profiles, how competitive they are and how your overall profile is. Your grades are not all bad. The absentees can be justified. Very good recommendation letters and a strong personal statement will be required.

IELTS is a requirement for international applicants to prove their English language proficiency. You have to meet the academic requirements to be considered.

You can opt for test reporting from IELTS you can select upto 5 universities for free test reports. You have to confirm with the university if they need the report by hard copy or can accept it electronically. If electronically, then it is free of cost for upto five universities. If it is by courier, you have to bear the courier amount. If you need to send to more than five, then additional costs. Check here, results details by both IDP and British Council:
