For MS in Canada, your IELTS score should be ready by the October end.

It is not related to state. It is an international exam and can be useful for studying abroad.

If you have academic marks more than 80%, you will get free education in German universities. You have done all required exams, hence you can apply directly. As the procedures are little complication in processing your application and visa, it is better you can do this through education consultants.
