In this case, they won't be top universities but bottom or mediocre universities. Either, you can check universities in countries like Finland, Slovenia, Czech Republic, Greece etc. These are not the very top most countries but affordable. There is no guarantee moreover that they won't require any of these tests. Or you can check university pathway programs in Canada, Australia and New Zealand which can give you admission. Learn more about the pathway programs on the NET. The more strict admission rules are the better the universities are. You must also check the percentage you have. If you had something like 90% you could have still had a chance without entrance tests but that is very rare.

With IELTS score, you won't get a scholarship. IELTS is just an eligibility test that lets the universities know that you have enough understanding of the English language and that you can come and study there. There are multiple scholarships in various universities abroad. There are grants which are public funded, university funded, government funded, etc. As soon as you send the application for admission to any university, your name is automatically considered for a scholarship. And if at the time of your acceptance to the university, you are granted a scholarship, the university would let you know in the acceptance letter. There are also many ways to get rebate in the fees for international students which students get to know after they have joined the university. So, after paying in full for the first semester, students most likely find the ways to save some money the second semester onwards. IELTS would never ever get you a scholarship. However, an amazing GMAT/GRE score, relevant work experience and a mind-blowing statement of purpose can definitely get you a scholarship for the complete course.
