You can apply to the good Irish universities such as NUI Galway, Trinity College Dublin, Cork Institute of Technology etc. You have to check the individual admission requirements of the specific programme you want to apply to, visit the university websites.

Hi Abhijeet,
An IELTS score above 6.5 is recommended. To study MBA you must also take the GMAT 680+ is usually recommended. Applicants must also have 3 to 5 years work experience. If you don't have experience apply to PG Diploma course or MS Management. You can check the top colleges for MBA here

In this case, they won't be top universities but bottom or mediocre universities. Either, you can check universities in countries like Finland, Slovenia, Czech Republic, Greece etc. These are not the very top most countries but affordable. There is no guarantee moreover that they won't require any of these tests. Or you can check university pathway programs in Canada, Australia and New Zealand which can give you admission.
