For undergraduate programs, you will need German language proficiency but check the language of instruction on university websites. At least A2 level is required for most UG programs. You can also check this if it helps for your German language training:

IELTS is an English language requirement. If you have so many years of gap, you better first check with the colleges directly. You have to justify your gap, mention what you did, and why you took the gap if you have gained work experience or so. There is no straight answer to your question, profiles are evaluated on a case by case basis and will depend accordingly.

Where do you want to apply? Did you choose any university? Did you check the university specific admission requirements? I would like to mention that for a majority of the MS programmes, the IELTS requirement is 6.5. You have to check this with the university while applying. Your CGPA is also alright but not very competitive. So, carefully check all the requirements and apply.
