With the IELTS score, you may go to countries like Canada, Australia, New Zealand, UK, etc. Generally, the expenses for giving IELTS here in India & application fees would be nearly 25-30000 with a visa fee of 8000-27000 INR. For generally, a year's expense, you may have to spend around 14 lakhs to 25 lakhs towards the total cost of attendance for 1 year in the above countries. Further it depends on specific country/city & the course you choose to do.

Yes, you can do so plus taking the test will also help you if you want to study abroad. Your question seems incomplete and difficult to know what exactly you are trying to look for.

Chances are minimal with 50%. However, you have a very strong profile which means an all-rounded overall strong profile you may get a chance. Your SOP must be highly impressive as well. LORs from your teachers are equally important. I will advise you to keep looking at other countries such as in Europe, Australia, etc.

For doing MS in the US, you need an undergraduate degree preferably an engineering degree or 4 years US equivalent degree in a related discipline. You need strong academics, a good letter of references from your teachers, a strong statement of purpose & a high GRE & IELTS/TOEFL score besides your applications being completed a year in advance before deadlines of respective universities.
