You cannot apply after a Diploma as they don't accept Diplomas. To study Bachelor degree, you can clear the JEE Advanced or complete the first year of a Bachelor degree programme in India. You can also check Studienkolleg. IELTS requirement is 6 with no part less than 5.5 but depends from university to university. Check DAAD website for all your queries.

It is possible if the university waives off the requirement. This decision will totally depend on your profile and the university's selectivity. Contact the universities directly before deciding not to take the IELTS or TOEFL.

Your choice are good.so need work hard you start preparing for IELTS.
The strategies for preparation can differ from individual to individual. Ideally, 3 to 5 months is required. You can take a lot of practice test, which they are available online on IELTS and British Council website.
You should practice answering and finishing within the specified time limit. You can identify your weak areas and work on them.
