Usually it's not possible you have to study three years. But if you want to change college for your third year than it's depend on that college where you are willing to apply usually for change of college allowed.

You can take admission in IGNOU without cutoff. You just need 50% marks in your class 12th.

It is not possible to take admission directly in the 2year.

No you are not elligibe as one should be PG in that subject or most similar to that subject.

The admissions have already been closed in April for B.Ed at IGNOU.
The eligibility criteria for the programme is a bachelor's degree with 50% marks in any stream from India's approved institution/University.
Same for master's degree with 50% marks.
SC/ST/OBC are provided 5% reservation
