Another way you can go about achieving the CPA Australia degree is by pursuing the US CPA. US CPA is a 4 part exam and on clearing and meeting the license requirements, you will be able to achieve the CPA Australia status based on the MRA signed between the two accounting bodies.

The eligibility criteria and related requirements of MBA (Banking and Finance) of IGNOU are given below.
ELIGIBILITY FOR ADMISSION : For admission to the MBA (Banking & Finance) the candidate should satisfy the following conditions:
a) He/She should be a graduate of a recognized University.
b) He/She should have passed the CAIIB examinations of the Indian Institute of Banking & Finance, Mumbai and awarded the requisite qualification/credentials therefor by the Institute.
c) He/She should have been working with the banking or financial services sector for a period of at least two
years.
So from above here is no specific requirement of percent

The M.Sc Nursing teaching is incorporated with clinical experience in respective specialties. The students are required to submit a dissertation as a partial fulfillment of the programme. Students are given an experience of organizing a workshop and conference with the support of faculty. So this course comprises theoretical as well as practical aspects. Hence this is not possible for a government servant to attend the all classes. Department No Objection Certificate (NOC) is also an important issue and your department will not allow you to pursue the course on a regular basis. Hence, you can not pursue this course on a regular basis.

You cannot pursue a Bachelors degree without your intermediate exam. You can check from the web site of IGNOU.You can also check other websites like LPU for distance learning.
It would be better if you join a Diploma plus degree for a dual course and make a good career.

This course is not available at IGNOU. However IGNOU offers PG Diploma in Mental Health (PGDMH). The PG Diploma in Mental Health (PGDMH) programme is offered by the Discipline of Psychology, SOSS, IGNOU. The Programme aims at providing the learners a sound base in the field of mental health through an in-depth study into a broad range of psychological issues and concerns related to mental health. Yes OPENMAT entrance test is necessary for MBA admission in IGNOU. The eligibility criteria and other details are given below:

1. Any graduate (Including Chartered Accountancy/Cost Accountancy/Company Secretaryship) with 50% marks for general category/45% for reserved category as per government of India rules.
2. Student should ensure that his/her CGPA should meet the eligibility percentage requirement.
3. Clearance of OPENMAT entrance test of IGNOU conducted by National Testing Agency (NTA)
4. No age bar
