There's no major difference, but select the course depending on your future intentions. For example if you are planning to go abroad and study for masters or similar program, it's always better to take the 4 year program, in some countries they don't accept 3 year program for masters. But 3 years will help you enter the job market earlier than a 4 year course. But regardless of the duration , always study at a well renowned institution.

Yes, you can do food production course from IHM, but the admission procedure is very long and difficult. So, you should also consider some other options also like The Hotel School, Delhi which is one of the best colleges in Delhi.
