Not now. You have to go through entrance exam. Otherwise, you have to always look for management quota. You can anyways choose from diploma courses to get direct admission.

You have to visit your nearby Institute of Hotel Management and apply for diploma. Fill the application for admission and become a part of counselling.

No, you can't. The third and final round of counseling for this year is over, and you have been allotted your institute. This is what clause number 11.7 of NCHMCT brochure says:-
INTER-INSTITUTE TRANSFER/ MIGRATION
National Council does not allow inter-institute transfer or migration on any ground during the entire duration of course since the allotment of Institute are done on merit-cum-choice only. No request for transfer or migration will be entertained after allotment of seat in any Institute of Hotel Management.

Please note that NCHMCT rank is valid for one year only, because of you have the rank of year-2017, so you can not get admission in any IHM on the basis of this rank. However few private institutes of NCHMCT are offering the admission, for those who missed NCHMCT JEE-2018. For more details please visit NCHMCT website or contact directly.

Please note that all NCHMCT institutes accept the current year ranks only for UG programs because your rank have already expired in year 2017. So, you can't get admission in any IHMs. However, few private institutes are giving the admissions for students who missed their NCHMCT JEE-2018. Please check NCHMCT website for details.
