If you fulfill the eligibility criteria of the specific institute, you may complete further admission formalities. See for getting admission in IIT, Roorkee for B.Tech in Civil Engineering you have to get good marks in the JEE Advance paper only then you can get that not on the basis of Mains paper.

Yes, you can easily get admission in any of the NIT you want to, or you desire to get into, but the problem is that not in all the NIT you can get your desired branch.

To set such a good aim in life is very nice thing. It means you are already won half the battle for successfully overcoming j e Mains as well as JEE Advanced. Hi,
JEE Advanced examination is yet to be conducted this year on 27 May 2019. IIT Roorkee holds the responsibility for conducting the exam in computer-based mode. Candidates who have cleared JEE Main will only be allowed to sit for JEE Advanced. So, it is too early to answer if you will get admission in IIT or NIT with 70 marks in JEE Advanced examination. It totally depends on the cut-off marks for different categories. Though generally, SC, ST, OBC students do get admissions into IIT with these marks. Your son can get admission in any one of the IITs if he gets qualified in JEE Advanced examination. Based on his Advanced exam rank, he will be allotted seat and stream in one of the esteemed IITs.

For admission in IITs, 75% minimum is required in class 12th. Hence your admission here is ruled out. You should make an attempt for admission in one of the colleges in Bihar.
