No, you cannot. There are 3 attempts for JEE Mains and 2 for JEE Advanced.
So, if you appeared for the same in 2016, then you can appear for JEE Mains in 2017 and 2018 only and for Advanced, you can appear in 2017 only.
Consecutive means the next two years.
So, right now you are not eligible to appear for JEE Mains 2019.

No, NITs and IITs don't accept MAT scores for admission. It is compulsory to have a valid CAT score to get admission into IITs and NITs for MBA programs.

There are many books for JEE Mains preparations. But I think you should join an institute for better guidance. And a tip for you, for every single chapter, go through the previous year's JEE Mains questions which will give you an idea. Many questions will clear your misconceptions.
