Candidate should have passed (10+2) or High School Senior Secondary exam by the Central Board of Secondary Education (CBSE) or any equivalent exam conducted by any State Board or Equivalent. He/She should have secured a minimum 50% Aggregate with English as a subject.

Yes, you can apply for Bachelor degree courses in relevant fields. The process depends on the country and university. Depending on where you want to study you must prepare first for entrance exams like SAT or ACT, IELTS or TOEFL etc. Every university has its minimum requirements which you must satisfy for applying to those particular universities.
