In general, you will need to obtain a migration certificate from your current board or institute and apply for admission in the desired college or university in Telangana state. You may get seat under unreserved category. Go through the college guidelines for getting information on the necessary documents needed during admission.

Yes, you can change your college in second year of B.Tech. However, admissions and eligibility rules vary from college to college and from state to state. If you want to apply to another Tamil Nadu college, you should check the eligibility and admission procedure rules of the college you want to apply to. You must appear on the entrance exam or meet other standards specified by the college.
