It is quite hopeless to think a 16 percentile score can land you in a decent college for pursuing Engineering. If you wish to pursue Engineering without having any entrance exam scores, look for colleges offering direct admissions for the same. However, for this, you might also need good 10+2 scores to be eligible for admission at any college.
