Hello Ritesh,
For admission into government colleges in Maharsahtra inspite of IIT and NIT, you need to attempt MHCET only. There is no other way out, however, you need to score very well in MHCET to get the top government colleges like COEP, VJTI, etc.

Yes, you can easily apply since you have already completed your Bachelor's degree.
