Yes, you can pursue. To pursue M.Tech Aeronautical engineering, candidates need to pass B.E. / B.Tech in the relevant field with minimum 50% and 45% for reserved categories from a recognized university. Candidates need to sit for an entrance exam.

I could tell you that XYZ Institute is one of the best and go read online about it. I could tell you to search the youtube for 'best animation faculty' or 'best animation institute'. However these are only some of the methods of shortlisting. There is no such authentic one list of institutes that i can give you.
