As per the description you have provided, I would recommend you to go with what your passion and interest says. Even if you pursue law and become a lawyer, there won't be any point of you don't like what you do. Both the streams have good career scope if you are talented in it. So, I would say that you should follow your passion.

Yes, you can join. School of Planning and Architecture, New Delhi offers M.Plan with specialisation in Environment planning, Housing, Regional planning, Transport planning and Urban planning. The eligibility criteria for M.Plan is regular BE/B.Tech in B.Arch. / B. Plan. Or B.E / B.Tech in Civil Engineering with a minimum 55% aggregate. The admission are based on performance in GATE/Entrance test and interview. Further CEPT University also offers M.Plan in following as Urban, Infrastructure, Transport system and Housing.
