Yes, sometimes. If your previous education was in English or you have other tests (TOEFL/PTE), IELTS may not be necessary.

A IELTS band score 5.5 sometimes can be accepted by some universities in Italy, mostly for programs not very competitive. But many schools ask for at least 6.0 overall, and no band should be below 5.5 if you doing undergraduate courses. For master's programs, usually they want 6.5 or more.

IELTS is not always needed for studying in Italy. Lots of universities might let you in even without an IELTS score, mainly if your acceptance letter doesn't ask for it.

You can learn Italian language in your home country across its public or private universities and institutions. There are also online language classes which can be considered if uncomfortable taking classes in person. Finally, there is another option which is learning from YouTube for free of cost.

Yes, international students can apply for Permanent Residency (PR) in Italy, after living a minimum of five years in the country.

Students can then opt to apply for either a temporary PR or a permanent one.

The fascinating thing about Italy's PR system is students can also apply for the citizenship of the country, after living a minimum of five years on a temporary residence permit, followed by another five years on the permanent residence permit.
