Your AIR will give better idea of college than marks. According to this year cutoff, 136 is really good marks and you can get state level college with nice branch. Getting a seat in good NIT's is a bit difficult if you belong to general category.
Cut off of JEE Advance is going to be a bit high because maximum marks were high for general category people.

If you have a good percentage in 12th as well, by good I mean like 90+; then there are chances that you can get into a NIT. Moreover, CSE is a highly prioritized branch, for that you can go for your home state NIT. And the chances increase if you get category reservation.

The weightage of JEE Advanced is not fixed. It can be of any marks. Almost every year the weightage is different.

The JEE Advanced exam is conducted all over India for admissions into IITs.
The JEE Advanced score determines your all India rank. The admissions into IITs are based on your ranks which further depend on your score.
Higher your score, greater will be your rank and also chances to get the top IITs.
The official closing ranks for the year 2017 is not declared. So I'm giving you the official opening and closing ranks for the year 2016.
