I feel this is enough for scoring 60+ but you must be completely known with these books and the questions in it. Moreover, there are many big books for reference, if you are gonna write this year you won't be able to complete atleast half of those books of RD Sharma, etc. Well, these are very

Yes, outside students can apply. But you have to give either JEE or GUJCET exam to take admission in here because admission to BE is done on the basis of rank secured in Gujarat Common Entrance Test GUJCET conducted by Gujarat Secondary and Higher Secondary Education Board (GSHSEB) or Joint Entrance

Yes, it may affect the cutoff for JoSAA. As you have mentioned the cutoff for MANIT was 2500 for SC category. It may go up to 500 which means the cutoff can go up to 2000 (SC category).

No, you are not eligible for counselling. To attend counselling your score should be more than the cutoff score meant for. So try next year.
