NIT Rourkela's admission is highly competitive in nature. With 95 percentile and a ST rank of 46 in JEE Paper 2, you have a fair chance of getting B.Arch at NIT Rourkela but the cutoff varies every year and there may be some possibility of varaiation.

I think you must have to prioritize one of them, like boards first or JEE exam first, and focus on one of them more sincerely but with decent preparation. Most people spend most of the time in preparing for competitive exams and a decent score of 75 percent in boards.

YES, IIIT Hyderabad conduct the same classes for students admitted through JEE and those admitted through the board channel.

At 75, percentile its very difficult to get Electrical Engineering at NIT Hamirpur as the cuttoffs are quite higher. At you Percentile your rank would be somewhere around 2 to 2.5 Lacs in general categeory, But to get electrical in NIT Hamirpur you need something around 60k. 

Thre are chances, if you belong to reserved categeroies, such as SC, ST, OBC. For that you will have to check the cuttofs at Siksha or some other reputable sources.

If your class 12th percentage is around 90-95% and 80% in JEE Mains, then you have good chances to get into SASTRA University.

30% of the Engineering seats shall be based on Class XII Aggregate and 70% on the combined Class XII aggregate & 1st JEE Main Scores (75%:25% basis). For all remaining UG programmes (including Law), admissions based on Aggregate Class XII Scores.

CFTIs, like the NITs, accept JEE Main candidates with ranks up to 10,50,000 in the open and gender-neutral category. Courses Food Technology and Management, Dairy Engineering, Handloom and Textile Technology, etc. are offered to the candidates with rank above 1 lakh.
