Listen dear with a percentile of 63 in JEE Main and belonging to the SC category, it may be challenging to secure admission in top-ranked government engineering colleges still I would suggest you NIT Raipur, Arunachal Pradesh, Nagaland, Manipur. In this question, you didn't mention about the category you belong, if you belongs to general category, then my answer to this question will be No. If you belongs to other category, then you are eligible for giving exam. 

It is quite tough to get admission in Delhi technological universitiy at this Percentile.As you should get rank under 5000 from other state quota to get Admission in this colleges .Delhi technological universitiy is best in terms of Placement, infrastructure and faculty so the cutoff for this college is quite high.

See, the best book is NCERT but for practice and to increase the speed of solving the answers, you can opt for some other books that are having approximately 90% as questions.
