Yes, you can get into CMR University with a 70% score in Karnataka PGCET. The university accepts both merit and entrance-based admissions for Karnataka and non-Karnataka students. The university conducts its own entrance exam, CMRUAT, for admission to BTech, MBA, and law programs. However, national or state-level entrance exams like CAT, MAT, JEE Main, KMAT, Karnataka PGCET, etc., are also accepted for admission.

As of your knowledge JSS Dental college and hospital is a medical college so you can't pursue Mtech or B.Tech . It doesn't matter how much you have scored. They provide BDS and MDS courses in various specializations. There is no mention of a B Tech programme at JSS Dental College and Hospital. Therefore, the question of admission to a B Tech programme at this institution with a 65 percentile in Karnataka PGCET does not apply.
