You should have at least a 4 years degree and minimum 75% aggregate and also the institute should be preferably a NAAC A grade institute.

Yes, you can do it from most of the institutes. Few institutes allow you to do it after appearing for an entrance exam. IGNOU and YCMOU is a better option. University of Madras also offer various program. You can do it from Mumbai University after appearing for a written exam to test yours efficiency in the subject.
