Your question is very common among many students. Both mode are their own pros and cons. You need to take decision by considering your situation.
1. Regular course gives you more exposure in respect of your study, while Distance course gives you an opportunity to do some course along side.
2. Regular course helps you to evolve your personality, where distance course helps you to get more practical knowledge.

For Delhi University, you can visit their official website i.e. www.du.ac.in and there you can fill an application form.

You can do a B.Ed course after B.Com but doing M.Com is more preferable if you want to become a Commerce Teacher.

Cut off percentage varies every year. All I can is that if you want to secure decent score then go through the last year's question papers. Spend your time in evaluating the portion from which questions are being asked.

If you want to pursue M.Com from Delhi university for the academic session 2020-21 then you can apply for the same on the university website after the commencement of online application process. DU has not yet released the official dates for DU M.Com admissions 2020 due to the outbreak of coronavirus pandemic. Once DU will release its official dates, you can check for the same on the university website.
