Hi , typically universities in Germany and UK do not require additional tests such as GRE. However, yes do require TOEFL or IELTS from international students. Scholarships are given on merit basis and only a test score cannot define it. If you take GRE aim for a score of nothing less than 315 and IELTS scores above 7. Which field would be good for you is one thing you will know, you must decide what to study and then check for requirements.
