As per the data in the above table, IIT Tirupati definitely seems like a better option. It's not just the IIT tag that speaks for itself. But the ranking and fee throws better light on why IIT Tirupati is better. 

The answer is both yes & no. It is possible to get IIT Tirupati admission without the GATE entrance examination, but in other courses than MTech. A student can enter into IIT Tirupati via JEE Advanced or IIT JAM (Joint Admission Test) for BTech & MSc. So, if the dream is just to enter into IITs, there are various courses one can pursue except for MTech. However, admission to IIT Tirupati for the M.Tech programme is subject to a valid GATE score followed by COAP Counselling.
