Look, it is all about interest. But, personally saying CS has more scope than electrical.

First complete B.Sc + M.Sc four year course, then apply for gate. After qualifying exam, then you can apply for M.Tech.

As you have already done M.Sc. IT, why are you interested in doing M.Tech. If you want to study further then do Ph.D. in IT or go for MBA or certifications.

I'll suggest you to opt for finance as there is great scope in this field in India as the Indian market has a lot more to do in the Fintech field and as you are from CSE department you can develop new environment in this field.

Yes, you can easily get admission in this college at this score but you should try for the other good colleges like IIITs and other private colleges as your score is quite good.
