Since you have already completed your PG in India, and since you have work experience it is better to apply for companies, which are present there rather than pursuing any courses. If you know any person who is living in Canada it would be easy for you to shift there and he/she could help you out in finding a job there.

Firstly, I would like to congratulate you for thinking of going for PG. But why part time? It means you are working at the moment. If so, then you need to look for college in the place where you are working and not somewhere else. Shiksha app will give you information, as to availability of college. But why PG in engineering? If you have done BCA in your graduation then you can take GATE exam otherwise, you are not eligible for this.
