As per your score, you are already qualified for PGECET exam. Because its minimum qualifying marks are 30. So, it depends on your rank if you can apply for M.Tech or not. Your rank not so good so just try.

As you have already completed your graduation in electrical engineering. Therefore, you are eligible to take admission in M.Tech for Mechatronics in Germany or anywhere you want to. Therefore, you should apply for this, if you are interested in the same.

You cannot get NIT-DGP for M.Tech without a valid GATE scorecard, you have to score (at least) more than the cut-off marks.

Structure of the M.Tech Entrance Exams
The GATE examination comprises of only one paper which is of 3 hours duration. It contains 60 questions. The paper carries a maximum of 100 marks. The question paper consists of only objective type multiple choice questions. The candidate will be provided with four alternate options. They have to mark the right answer on the Optical Response Sheet by darkening the bubble against a particular question

No, you can't pursue two degree course side by side. Either you can do a Diploma course along with a degree course.

Hi Nikhil,Sorry to say, but you can't get admission in government recognized colleges without clearing the cut offs of GATE exam. Although some private universities can provide you an M.Tech seat, but you will not get any scholarship from government. Try to clear the cut offs. Best of luck.
