Normally, there will be some seats for non-residents in every state examinations. You will be considered in that particular quota. You can apply and write the examination and get your best score, but Maharastra government cannot support any way in terms of finance.

You can get many books in the market. Author is not a problem, just ensure the topics asked in CET are covered.

All the entrance exams has similar pattern. I would advise you to take coaching from TIME, IMS or Career Launcher. You will get proper understanding with it.
