That rule is only applicable for the colleges which are Government based like government colleges and government universities in Maharashtra, but this is not applicable to the private colleges which are residing in Maharashtra.

This college is in the Vadgaon, Pune and therefore, this college is affiliated to Savitribai Phule Poone University and the annual fees of this course is Rs 46000 per year and there are no scholarships in the college and sometimes coming college regularly is not important.

Both VJTI and ICT are highly regarded for their courses. Faculty, placements as well as prospects for higher education are excellent in VJTI. It all boils down to which branch you like. You can't go wrong with either.
