Yes, you can get admission in Government Polytechnic College, Pune in Diploma in mechanical engineering course under institutional quota only. For more details regarding admission and institutional quota directly contact the concerned college. The eligibility criteria for this course is SSC/10th with science & maths with 35% of aggregate marks.

If you are not a Maharashtra domicile student then also you can apply for MHCET and give some other exam. There is all India quota through which you can get in there.

No, you cannot get admission in the above course without MAH-B.Ed
Admission is through CAP counselling based on the score obtained in Maharashtra B.Ed. Entrance Examination (MAH-B.Ed).
