Yes, there is an EBC scheme for open category in which 50% of tuition fees is refunded if your annual income is less than 600000.The document required for this is income certificate.

Instrumentation department of VIT-Pune is getting very good placements since last two years. I don't know the placement scenario of IIIT. Branch wise, CSE is better if you're getting it too. But check for placements.

PICT-Pune is among reputed colleges of India so you need to score well to get admission there, so any score more than 130 marks in JEE is considered safe for admission.
