Hello Meenakshi,
Yes, you can apply for colleges in Maharashtra via your JEE Mains marks. However, considering your marks you are not going to get any good colleges, so if you are inclined to take admission in Maharashtra, only then look forward via management quota.

Doctorate in pharmacy is not a course. It is either Diploma in pharmacy for 10+2 science students who desirous to start a medical store or who want to work as a chemist in medical store or government department or it is Ph.D (Doctor of Philosophy) in pharmaceutical science which is available only if you have completed master of pharmacy with minimum 60 percent mark. There are many colleges in Mumbai and Maharashtra offering this course.
