As per the present information, only seats reserved for all India quota are filled up by scores from JEE Mains. You should register for counseling. You can take part in all rounds.

The best college in Pune is COEP. But, your low score in MHT CET is the cause of concern. Your chances appears to be almost nil. Please introspect and then decide next course of action.

Both the institutes are good. Therefore, prefer, first priority to IIHMR Jaipur, and second priority to SIES, Mumbai.

Admission in top 5 colleges of Pune - COEP, PICT, VIT, MIT and PCCOE is almost impossible.
You may have a chance in colleges ranked below these.

I am doubtful. You can check your rank. If your rank is around upto 1500, you have some chance else, you have to take admission through management quota and fee for management quota will be around 1 lakh more than the general fee.
