Admission in MIT, Pune is done via JEE Mains and MHCET. JEE Mains cut-off tend to be around 140-150 and in MHCET, it is around 120 -130. So as per your rank, your chances for admission via JEE is negligible, but MIT, Pune have management quota seats also so you may look forward for that too.

And, college change or university change after the first year is completely dependent on college and university norms, some university allow it and some won't plus you need to have good scores in the first year to apply for the same. For further details contact the college authorities.

Government colleges in Maharashtra fill its seats via MHCET only. So, you need to apply this and score very well to get reputed colleges like COEP, VJTI, etc.
