With 36 percentile in MHT-CET (Maharashtra), admission to top or mid-tier government colleges isn't possible, but you can still get Civil Engineering in several private or lesser-known institutes. Possible options include:

With a general rank of 7113 in MHT‑CET (General category, Maharashtra domicile assumed), here are some rough expectations for engineering admission:
You stand a good chance at reputable private colleges (especially in Pune or around) for branches like Mechanical, ECE, Electrical, or IT.
Getting into top government colleges (for branches like CSE/IT) will be very difficult, since those often close at much lower ranks.
If you are flexible in branch and college location, you should target mid‐tier to strong private colleges rather than elite institutes.
