While deciding between colleges within the same bracket or similar reputation, location and branch plays a pivotal role in narrowing down your choices. If you are getting the same branch in COEP and NSIT, then you can choose any one which is close to your home. COEP has got a pretty good reputation and so does NSIT. In terms of city, Pune is much cleaner and safe for girls as compared to Delhi. But the fact that Delhi has got better engineering colleges which are competing with NSIT like DTU, IIIT D offsets the city advantage that Pune has over Delhi. Both these regional colleges have skewed quota towards the in-state students. (NSIT-8

Yes, you can get admission in Mumbai university for B.Tech course through JEE Mains.
But you can get admission in government college if you score more than 90%.
The cut off is always high.
