The cost is cheap compared to USA or UK. For National Universities the tuition fee is around ¥535,800 per year. If you go to Private University it is bit more expensive like ¥800,000 to ¥1,500,000 per year. You need money for living cost also maybe ¥100,000 every month for rent and food.

Yes Japan is a very good place for Masters. The universities like University of Tokyo is top class. It is safe country and you can find jobs easily in technology and engineering. You can study in English language also so no problem if you don't know Japanese. Also MEXT scholarship is there for students which pay for everything.

Italy has some top universities in world such as- Bologna Uni, Uni of Padova, University of Trento,  etc. Italy is among countries in Europe that have low education cost.
