Dear Vivek,
No problem, but you should able to justify the reason behind gap years. Put some industry experience in that gap because the colleges which accept MAT score ask the question about the year gap.

Not a chance. Forget about your XAT 2017 score and start preparing for CAT 2017 & XAT 2018. Even tier 3 colleges require at least 60-70 percentile.
The cut-off for XIME is generally around 70-75 percentile.

I don't think there are many colleges under CMAT and MAT for MBA IB. You can appear for CAT exam to pursue MBA IB.

The MAT cutoff for last year was around 600, so in my view you can easily make for your admission at PUMBA.

You are eligible to appear for GMAT as there is no marks cut-off criteria to appear for GMAT. You are not eligible to apply for CAT as you do not have min 50% marks in graduation degree. You can apply for MAT but may not be eligible to apply in B-School which uses MAT score as you do not have min 50% marks in B.Com degree.
