First of all, I would make it very clear that there is no quota as such for any stream or student for UPSC exam. The only reservations available are with regard to general regulations, as per constitution. Next is up to you. You may take any stream of your choice. What you need to focus is to know the subject better to keep it as an optional paper. For that purpose, even Maths is a good option. You may go ahead with Maths, and keep it as optional subject.

From the information that I have gathered, eligibility for this course is 45% marks in graduation. Of course, the university conducts entrance exam and admission is based on the merit in this entrance exam. I am attaching a link that will give you all the required information.

To study Bachelor's degree in Germany students must have 13 years education. You cannot apply on the basis of class 12th alone. You also have a gap to complicate your profile further. I will advise you check other countries where 12 years education is accepted like UK, USA, Canada, Australia, etc.
