A commerce student can apply for Statistics Honours provided they have studied Maths in class 12th. You can try for Delhi University colleges based on your percentage. Not all DU colleges provide Statistics Honours though. I believe the ones that provide this course are -

Check that out when the merit list is released. There are a number of other good institutes as well that conduct their own entrance exams for the course like BHU, ISI, NMIMS, Symbiosis School of Liberal Arts etc. Fill out the entrance exams as well.
