Whichever university or college is recognised by UGC will accept the MAT score of May so go for it.

If a student fails to clear CAT then MAT is the 2nd option and you write MAT in February or May. Academic year starts in June or July so yes, any university which is recognized by UGC has to accept the CAT score.
