No, the government of India merged all exams and made a single exam NEET to get into any PG seat. You may try next year though.

Best colleges in India include, AIIMS Delhi followed by CMC Vellore then JIPMER Pondicherry and so on. For the list of more colleges go to, https://www.shiksha.com/medicine-health-sciences/colleges/mbbs-colleges-india. Regarding ragging there has been a lot of improvements in colleges regarding ragging. Ragging is strictly prohibited and anyone found guilty in doing so will have to face serious charges including getting debarred from college may also lead to imprisonment.

For this time around I think cutoff will be around 1,80,000. As competition as well as colleges (have been increased in some areas) many students try to go to newer colleges this may fetch you a chance for domicile students.

JIPMER pondicherry is one of the best colleges in india, competition for which is pretty high.
You need to get atleast a rank of AIR 1000 to have a chance at JIPMER.
If you are under AIR 500 you have a high chance of getting into JIPMER.
