I think it is not dependent on your rank. It depends on your score of JEE Mains. As you got 42000 rank, so you got almost 80 to 100 marks. But with these marks, you cannot get CSE in general category. If you are an SC or ST category student, then you have a chance. But you can try for

As per of my knowledge, you can't do this.
Lateral admissions are for Diploma holders.
And in 2nd year, if you score good marks, you get a chance to change your branch (if you are willing to do so).
And if the seats in MBM will be left vacant they will give an advertisement in all the newspapers inform
