Let me assure you that the admission in US is not exclusively based on your academic performance but on a host of other parameters. Hence do not worry about your academic performance in India. In view of this I would strongly recommend that you should approach an agency that is dealing with sending students to US for MS/MBA. Do you mean that you will study in India and look for a job in the US or study any of these in the US and work there? Whatever you mean, my recommendation goes for an MBA from a reputed university if you are interested in Business. If not, then first find out what you wish to do and go for it. All streams/courses have ample scope in the US or India.

Please clarify what you mean by 'help of government'? Firstly there is no MCA abroad. You will find MS. MCA is a degree or notation in India only. Remember that you must meet admission requirements , eligibility criteria to pursue higher studies in US and any country abroad.
