No, you are not eligible to pursue Mathematics hons. course after 10+2 in Commerce stream. As to get admission in Maths hons course it is compulsory to have PCM as main paper in 10+2. So, you are not eligible to pursue Maths hons course.

Bachelor of Arts course fee varies with different colleges and also with different specialisations. The average BA course fee ranges from INR 4,000 to 65,000 per annum.

M.Phil courses are offered in all the government. Aided PG Courses except for Social Work. As stated online here.

You might find there are stricter GSCE requirements with Zoology than for most university courses while at least a grade C at GSCE in core subjects like English, Maths and Science is a fairly average requirement, some universities might ask for a B at GSCE in Maths or science for Zoology courses.
