Sorry, but you cannot get admission in BDS on your NEET based marks.
But, you can take admission in management quota of the college.

I have no idea about cut-off rank but By 50th percentile, it means that your marks in NEET 2018 should be such that your marks come in top 50% of the candidates who will appear for NEET 2018. Similarly, 40th percentile will mean that you should score such that you come in top 40% of the candidates who will appear for NEET 2018. It is difficult to give exact marks which you must aim in NEET 2018 in order to qualify/pass the exam, since a lot will depend upon preparatory levels of other candidates, number of aspirants, etc. But, you may get a rough idea of the same from previous year NEET cutoff data. It was around 450 last year. It may rise this year. So, aim for a little more. For ESIC Medical Colleges through ESIC quota you need a rank of around 97000 to get admission in Medical college under General category. This is based upon NEET 2017 rank. However, for BDS, it's around Rank 130000 under General category. This year, it may change. However, the cut-off marks changes for various state quota seats in ESIC College.

For admission in government medical colleges in Karnataka, the cut-off for all the colleges was more than 565 marks for the general category under 15% All India quota. Considering your marks, you do not seem to have many chances for a government college in Karnataka. Best of luck.
